2023 In Review
Foreword
"Our activity in 2023 aimed to achieve five main objectives: reaching the 65% collection target, contribution to the circular economy, contributions to the improvement of the legislative framework in the WEEE field in Romania and the EU, development of the collection infrastructure, information and awareness campaigns.
The first objective was achieved by collecting a 72.685 tons of WEEE, which led to a total volume of 395.000 tons in the period 2008-2023, a record for Romania.
Another laborious activity is our contribution to the debates regarding the amendment of GEO 5/2015, the normative act that governs the WEEE field in Romania.
Our proposals, together with those of the Ministry of Environment, Water and Forests and the Commission for the Environment and Ecological Balance, have contributed to the updating of the legislation in accordance with the principles of the circular economy and the realities of the current activity in the WEEE market.
A particular success, in this context, is the reduction of the AFM penalty for not reaching the collection target, i.e. the reduction of the contribution from 4 lei/kg to 2 lei/kg starting in June 2023.
The development of the collection infrastructure has been a constant concern, both for increasing the number of own collection points at national level (over 10.000), as well as for the emergence of voluntary waste collection centers (CAV) financed by PNRR starting with 2024.
In this sense, ECOTIC carried out the project Steps for urban mining, financed by Norway Grants, through which we transferred Norwegian know-how to the operators of future CAV-type centers in Romania.
Achieving these objectives was possible through constant dialogue and collaboration with environmental authorities, manufacturers, retailers, collection and recycling operators, as well as communication and promotion partners."

STEPS FOR URBAN MINING
The year 2023 was one with many novelties in waste management of all types and especially through the lens of the CAVs to be built through the PNRR (National Recovery and Resilience Plan) until 2026.
The project has as its objective the transfer of Norwegian know-how in the operation of centers with voluntary intake (CAV), as well as regarding the management of municipal waste, including electrical and electronic equipment waste.

The project consisted of several stages:
- Webinar on Municipal Waste Management from Norway which aimed to introduce the beneficiaries of the project to the theme of this transfer of experience
- Three working visits to municipal centers in Norway where 30 people representing 15 private entities that will operate CAVs, visited municipal collection centers in Norway to learn good practices that can be applied also in Romania.
- Elaboration of a guide of good practices in the operation of a collection center. It can be consulted here.

AWARDS GALA FOR A CLEAN ENVIRONMENT
80 entities registered their projects in the XNUMXth anniversary edition of the Clean Environment Awards Gala, competition that rewards good environmental practices and projects with sustainability objectives.
In this edition, the jury formed by representatives of the Ministry of Environment, Water and Forests, Info Cons, CERC, the Embassy of Sustainability and Hotnews judged the 80 projects registered, from which they designated the winners in the 4 categories:
- Environmental projects
- Special Award dedicated to Educational Institutions
- Special Award dedicated to Journalists
- The special "Best Of" award, where all the winning projects of the 15 years were judged.
